Carlos Ortiz joined the John Stewart Company in late 2019. As Vice President of JSCo’s Southern California Region, he leads an office overseeing an expanding portfolio of over 178 residential communities with more than 11,000 high quality affordable housing units.
Carlos comes to JSCo after 10 years as a Senior Vice President with a Southern California-based development and management firm with extensive conventional and affordable housing portfolios, both owned and managed for third parties. His portfolio for that firm was national in scope, and his team oversaw as many as 13,000 units across the United States. Prior to that, Carlos worked for a community-based nonprofit housing corporation in Salinas, as well as several REITs (two publicly-traded and one private). During his career, Carlos has worked with HCD, FmHA 515/516, LIHTC, Rental Housing Construction Program (RHCP) and multiple HUD programs.
In addition to his many professional qualifications, Carlos has served as a Vice President of a local apartment association (Washington Multifamily Housing Association) and as the Mayor of Salinas’ representative on that city’s Affirmative Action Committee.
